Lately I've been trying to do as much of my PS work as possible with adjustment layers and effects layers. It works really well but I can't find the blur options in either of those menus. I know I could just backup the layer and do it through the filter menu, but it would be much more convenient to always be able to adjust it quickly.

In order to use the blur filters you need to convert the layer to a smart object and apply it as a smart filter. You can select the layer, go to the filter menu, select convert for smart filters (this converts the layer to a smart object), and then apply the filter. You will then be able to adjust the filter without permanently altering the pixels.
