Is it a safe generalization to make that EditPoly is appropriate for 2D objects and EditMesh is appropriate for 3D objects? The tutorials don't always follow this train of logic, and it's hard to tell if it is a case by case scenario.

It is a case by case scenario. An editable poly is a newer way to edit polygons or meshes and the edit mesh is the older method. I have transitioned to using editable polys in most cases but I still use edit meshes for many things. From what I understand the information in editable polys is based on edges and edit meshes are based on points. This makes them more efficient in the viewports. Editable polys also have more options overall.
In general edit mesh still exists for backwards compatibility and editable poly is the better way to model an object.
